How can I open a business following all rules, if my partner is from Russia and lives there?

My partner is from Russia and she lives there, but she wants to open a business here in US with me. How formally I can register our business here. The point is, she and I will be even partners. What forms I need to fill up? What forms or documents I need from her to open business here? Where I can possible get a complete information!
